"I want to buy currency" (for example, dollars before a trip abroad). You care about the bank's sell rate — how many tenge the bank will charge you for 1 USD. The lower this number, the better.
"I want to sell currency" (you got dollars and want tenge). You care about the bank's buy rate — how many tenge the bank will pay you for 1 USD. The higher this number, the better.

Not every situation calls for hunting down absolute maximum value:
Amount under USD 500. The gap between the best and average offer is 250–1,500 tenge. That's less than a taxi ride. Exchange at the nearest bank.
Urgent transaction. If you need the money in 15 minutes, spending half an hour on a rate search isn't rational.
You've just landed and you're tired. The airport rate is worse than the city's, but sometimes convenience is worth the premium.
A regular branch you have a relationship with. If "your" bank knows you and serves you quickly, hunting for a 1-tenge edge may not pay off.
Open a foreign-currency account. If you work with currency regularly, it's worth opening an FX account at one of the major banks (Halyk, ForteBank, BCC, Freedom). Storing funds in non-cash form plus flexible conversion is often better than regular cash exchanges.
